During the recent summit held in Dubrovnik, Croatia, Ukraine's aspirations for NATO membership received unanimous support from participating nations. NATO membership remains the best cost-effective security option for Ukraine. Neither Russia nor any other state that is not a NATO member has the right to veto the Alliance’s enlargement. We fully support Ukraine’s right to choose its own security arrangements and decide its own future, free from outside interference." Key Highlights: The communiqué firmly denounces Russia's military actions in Ukraine and underscores a commitment to enhance collaboration to tackle threats including hybrid warfare, foreign interference, misinformation, and cyber attacks. Moreover, Ukraine's role as a significant supplier of food to the global market was reaffirmed, stating: "Ukrainian agricultural products must be freely and safely delivered to global markets through safe, unimpeded commercial navigation and access to Black and Azov Sea ports." The document also stressed the importance of returning full control of the Zaporizhzhia Nuclear Power Plant to Ukraine and highlighted the necessity for its operation to be supervised by the International Atomic Energy Agency. Furthermore, there was a call for accountability regarding Russia's actions, including the establishment of a Special Tribunal for the Crime of Aggression against Ukraine. The communiqué praised the signing of an agreement between Ukraine and the Council of Europe concerning this matter. Participants urged the international community to enhance and maintain sanctions against Russia, particularly in the banking and energy sectors, to prevent any attempts at evading these sanctions: "Russia must be held accountable and pay full compensation for its war of aggression. Russian assets should play a constructive role in strengthening Ukraine's defense capabilities and post-war recovery according to international law."
